Authentication, Authorization and Accounting (AAA) for Data and Services in EU Public Administrations (JRC/IPR/2013/H.6/0016/OC).

The tender concerns the tasks of preparing a study, workshop and testbed related to Authentication, Authorization and Accounting (AAA) for data and services and secure data exchange for public administrations in Europe. This includes assessing the technologies, standards and best practices used in European e-government and other public sector activities giving access to data and to web/network services. The main scope of this work will include those technologies and standards related to the Infrastructure for Spatial Information for Europe (INSPIRE) Directive 2007/2/EC and the European Interoperability Architecture of the European Union’s Interoperability Solutions for European Public Administrations (ISA) Programme. The aim of the work is to determine requirements for an interoperable European approach in this context, with the testbed being a means to examine potential solutions in practice.

The purpose of this call for tenders is to measure the progress as regards the size and the trends of the European data economy by developing a European data market monitoring tool and taking measurements during the duration of the contract with the objective of supporting the Data Value Chain policy of the European Commission also in respect of further development of the community of relevant stakeholders around data. The specific objectives of this call for tenders are:

  • Providing facts and figures on the size and trends of the European data market;
  • Providing stories about various aspects of the European data market including quantitative facts and figures not yet covered by the indicators listed in the afore-mentioned specific objective;
  • Further development of the community of relevant stakeholders in the EU in order to be able to effectively address the two afore-mentioned specific objectives.
